If this is just the gerbilists making it sound as if Spencer is taking a swipe at his Commander-in-Chief, no problem. But is this is Spencer being a front hole, then that SOB needs to go.
I think it would be appropriate for Trump to contact Spencer directly to get it done. Let his Sec’y of Navy take care of the paperwork and any of the other bureaucratic steps that would be necessary.
