Sounds like Spencer was caught between Trump’s policy, which was to give Gallagher a break, and Esper’s policy, which was to give Gallagher the third degree. Spencer tried to thread the needle by making a public statement that was in line with Esper’s hang-Gallagher-out-to-dry policy, while arranging with the White House to have Gallagher go through a review procedure that was rigged in Gallagher’s favor. Maybe Trump should fire Esper and make Spencer the Secretary of Defense.

Sounds like Esper fired Spencer to save his own butt, after Spencer toed Esper’s line in public, but arranged in private with the White House to have Gallagher’s review rigged so he’d not be subject to disciplinary measures:
