Yes, but Spencer was a Trump appointee back in August, 2017 ... showing once again that , imo, Trump has not been served well by advisors, especially early in this presidency.
Both Washington and Lincoln had problems in the people around them. It takes time to weed them out.
My theory is that before becoming President, The President was accustomed to hiring people on a whim, knowing that if they didn't deliver, he could give the famous 'You're Fired' line. Now with politics involved, it is not that simple, even if he has the authority and the the right. Jeffie "Do Nothing" Sessions is a perfect example. Count on the dems to try to make hay from this.

I’ve said all along I HOPE in his second term he can get people who can be trusted advising him........and get rid of anyone who was ever working at the White House under ODUNO’s administration and just hope he can find the elites/rino’s and kick them out too!!!
