“You apparently haven’t even read the Constitution.”

Is that the same Constitution requiring Congress to authorize war? The same Constitution that speaks to limiting the federal government to enumerated powers, leaving the rest to the states and the people? The same Constitution that gives citizens the right to a speedy trial (ask General Flynn who is still waiting for his sentence). The same Constitution that in Amendment 4 states, “The right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures shall not be violated, and no warrants shall issue but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched and the persons or things to be seized.” ?

This same Constitution also states regarding both houses of Congress: “Each House may determine the Rules of its Proceedings.” A secret ballot or unrecorded ballot is possible if a majority of Congress votes it. It takes 47 Democrats/Independents and 4 Republicans in a public ballot to establish a rule providing for a secret ballot. If the Senate votes the rule, who is going to enforce the 1/5 requirement you cite? The same people who enforce the requirement Congress declare war?
