Ignoring the radar situation, Kimmel had sufficient float planes and submarines that had they been out on patrol, the Japanese fleet would have been detected early enough to go on alert.
The Japanese fleet was reported to be in either their home port or some in the S. China Sea.........There was no reason to believe they were headed for the Hawaiian Islands..........
Any observation by your alleged float planes would have been too late, they would have been shot down by the Japanese and the subsequent attack would have succeeded anyway.....
