There is also a loophole defense. There is no policy relating to spying on presidential campaigns, so nothing there to voiolate. IOW, this case is being viewed by Horowitz as no different from some crank call that some unknown dickweed might be a terrorist. Doesn;t take much to open that investigation and not apprise the target. Use that rule against a presidential campaign? No policy says otherwise.

I think Durham is countering the false report that he told Durham there is no evidence of bias by top FBI officials.
Durham’s statement is very unusual. He must have felt a strong need to issue such a statement.
Horowitz relied on FBI to tell him the truth, the FBI and DOJ lacked Candor and should be indicted for lying to the IG like they said Mike Flynn did.
