That does not cover the 1,250 miles of border that sits in the middle of the Rio Grande - Only California, Arizona and New Mexico.
It is one of several reasons why there is so little pre-existing barrier to replace in Texas.
About 400 private landowners must be settled with in 100 miles funded for the Rio Grande Valley, and about 1,000 in total, for all the places in Texas where the plan calls for barrier.

Not in Texas. The US only has land in TX that was given to the US for use as National Parks, military bases, etc.

Don’t believe that applied to the border in Texas. Remember
Texas was a separate Nation when it came in the USA. It
wasn’t part of the original nation.
That, sadly, isn’t enough. The easement also doesn’t allow construction vehicles off onto the land it’s next to, which is also room the project needs.
The person in the story lives about half a mile from the Rio Grande and they want to run the wall through his property.
