As IG, all he has to base his conclusions on is the testimony of the government employees he interviews. If they all lie then there is not much he can do but refer them to DOJ for prosecution
This is exactly what happened to Trey Gowdy on Benghazi.
He faced a stone wall of government officials who gave him a well coordinated false narrative for cover up that was convenient but not totally plausible. The Comey/Mueller FBI played a lead role in the investigation there too. Who would have thought that a coordinated coverup by the heads of the FBI, DOJ, CIA and entire intelligence community, as well as top generals could happen - its the stuff of a tin foil hat conspiracy theory ( or was until now)
Most of the players in the FISA report are lying their butts off and everyone knows it. Its so blatant is beyond credible belief. Many are probably already under investigation by Durham so whats the point of a redundant criminal referral if they are already there
The Horowitz Report as it sits documents the culture of corruption and cover up at FBI and DOJ that developed under Obama.
That is useful in and of itself.
Additionally, this false testimony by the guilty players constitutes blatant perjury and reinforces suspicions of a complex scheme and conspiracy to criminally abuse government power and then to defraud and obstruct the justice system coordinated by high level government employees in a seditious plot to frame and remove a legitimately elected president
Its very possible that Horowitz intentionally left things where he did as a hand off to Durham as part of a larger strategy
Except Horowitz interviewed no one. His enormous staff did all the interviews. I trust neither him, NOR his staff. A blind man with only one ear and one arm could feel around and find the presence of the deep state. It burns me up every time one of these IG reports come out. It’s always the same. They may find a list of things that are irregular, but it’s always just “happenstance”. There’s never any INTENTIONAL actions or bias. Yeah, I believe that./sarc
