Why is the city of NY allowing a vigilantist Muzzie patrol, in make believe police cars. (Never mind I know)

Back in the day a friend of mine bought a ex NYPD car at an auction.. he was told to have the doors repainted so to remove the impression the it was an official car... well as a teenager with out a lot of cash he put it off.
He got pulled over on the Belt Parkway, they arrested him for impersonating a police officer.
He spent a week in jail before getting out, meanwhile his car was left on the parkway, when he found it it had no wheels or tires, no carb, seats, and a windshield.
