Threat to California’s credit grows from troubled $1 billion state accounting program

A growing number of California state agencies are missing budget deadlines because of a $1 billion accounting program that has major problems remaining unaddressed despite its escalating cost, according to a new state audit.

Up to 62 state government departments missed an October 2019 deadline to submit financial statements to the State Controller’s Office, up from 48 for the 2017-2018 fiscal year, according to the audit published Tuesday.

Those delays due threaten the state’s ability to produce its annual financial report on time, which could undermine California’s credit, potentially driving up borrowing costs by billions of dollars, according to the audit.

The program known as FI$Cal, launched in 2005, has repeatedly been delayed as costs rose. That trend is likely to continue even though key parts of the project have been abandoned, according to the audit.

15 years, $1bil later it still does not work.

Having worked on IT projects as a contractor for this state, the reason is extraordinarily obvious but beyond the comprehension of state officials.

It happens in the requirements gathering phase, where every Betty Lou or Billy Bob states certain things as hard requirements (which actually mimic the old way they did business), forcing companies to take a very modern system and infrastructure...and make it behave like it is 50 years old.

Betty and Billy are backed up 100% by their Union. You can't for them to learn a new way to do their job, and the new system cannot displace them.

And it's not just CA, this CA has the biggest problems because it's the biggest state.

It's happening in your state too.

Can’t they just set up a spreadsheet and produce reports? I must be missing something. Isn’t gathering financial data an ongoing process for the state?

That’s what the system that doesn’t work was intended to replace...sorta. And the state employees who set the system requirements would have it look something like that.

Obviously it’s not spreadsheets as the data sets are far too large.

Imagine a state has 5,000 or more employees whose only job is to hand milk cows. $64,271.50 per year. And elaborate safety regimes, specialized clothing and laundry services, disinfectant wipes...the entire human ecosystem.

Now, ask them to set the requirements for an automated milking machine that will obviate any need for them to milk cows. And it would deliver fresher, safer milk.

What would that machine look like and how much would it cost?

The Democrats in California have got the rest of the country paying taxes to them.

They told their Democrat base to go ahead and steal and the Democrats would see that they weren’t punished.

Well, those big national chains aren’t going to take a loss, so they raise prices for the rest of the country.

Yep.

We are funding the Democrats in California.

You thought the Democrats in California were just feeling sorry for people who steal.

Nope.

They provide a benefit to the Democrat Base (free stuff in the stores) in California while the rest of us get to pay for it.

We’ve got taxation without representation going on.

Off topic a bit but if it all caves in, you'll hear it two states away. A good percentage of the track homes, or middle class homes are now occupied by the bloated numbers of state government bureaucrats as well as city, county employees. In addition, many of the government investments like CALpers retirement system have deep financial issues not to mention the burden the middle class tax payers are faced with trying to support these behemoth institutions.

It was being discussed the other day on a radio program, that these are big league problems and it would only take a few bad events coming together to smoke the extremely inflated prices in the CA housing market. I've talked to people in real-estate, they'd told me about every 3rd track home or so is occupied by city, county or state government employees, such as teachers, bureaucrats from every department imaginable, fire and cop personnel, etc, etc. It's not just their accounting programs that is causing issues..There are issues coming down the pike in every direction, many of which have been put off or all but ignored for many years now. And the big problem is, they can't just keep piling on the tax payers as many are already at their ends trying to keep up with the punitive expenses of living in CA.

California is plagued by corrupt Liberal hacks starting with Marxist Newsom and his band of Marxist bottom-feeders who probably have had their hand in the CA taxpayer’s till for decades. Just look at The Hag from SF, Madd Maxine, Swallowswell, ChiFi, Horizontal Harris, et al. They’re all corrupt political hacks on a never-ending guess for power.

About 20 years ago the state tried to build an automated child support system. It was a mess from day one and was finally terminated after an independent group looked at the design and pointed out that the system would never work without major mods and about a doubling of the price bid. In a rare fit of sanity the program was cancelled.

The liberals running the state of California are hoping to make it more like the EU and Germany

They just need a lot more "refugees" to put on the welfare rolls...Then complain that there's a shortage of workers.

In spite of the socialist/liberals in California the US economy is still light years ahead of anything you think you have in your socialist shithole.

My wife and I were both born into successful family businesses which supported two large and close-knit families that created hundreds of jobs. We have all fled California because under GOP rule, the state worked fine....no longer. The lunatic Democrats have destroyed what was once a beautiful well-run state and there is no chance for recovery.............

I lived in CA FRom Jan 1966 until Nov 1972 and just loved it!

Moved back in 1981 to an entirely different state - hated it!

Left again in 1994 and will NEVER GO back, except to visit. Visits are very difficult to deal with!

Trying to get kids and grand kids to leave, but they live in isolated communities and do not seem to be affected very much by the Democrat failures.

They remain hopeful, against all the evidence against it, that Kali-Fornia will recover.

I never seen you post an opinion about Brexit. You never said what kind of Brexit you stand for. But you know what I am pretending? That is crazy because I posted many times that I am only for no deal Brexit. Which is real Brexit.

About EU and Germany, I don’t see regular posts like in many of the California threads of people saying they are desperate to get out. Or people posting they are happy they got out.

The refugees are already working in large numbers.
