Steele was paid to lie and he did. But others submitted those lies, knowingly and willfully, under oath or affirmation to a court of law for the purpose of surveilling US citizens, which amounts to both conspiracy to deny rights and actual violation of rights. Those are the ones needing punishment.

Like any other intel operative he has likely gathered a file of blackmail material on important people to be used in a scorched-earth threat if it looks like he is going down.
