Great question! According to Wikipedia, it seems that there would have to be a guarantee that the death penalty would not be sought:

There is an extradition treaty but it’s conditional. It specifies that extradition can be refused if there is a POLITICAL MOTIVE BEHIND THE EXTRADITION REQUEST.
