They’ve already been humiliated. They've been attacked. They won't be humiliated unless they don't respond. Just as we would have been humiliated had we not responded to the attack on our people.

Could implies a competent escalator. I would suggest that internal Iranian military ambition and jealousy will dilute competency to the point of ineffectiveness.
