No, changing the Senate rules only requires a majority. The Constitution gives the Senate full discretion on how they can treat an impeachment. The only reason they are waiting is because of a Senate rule, not the Constitution. The Constitution gives little guidance and a lot of latitude to the Senate.

The Senate has the sole power to try all impeachments. The House has no role over there.

Nancy has no business telling the Turtle what he can and can’t do.
