Trump has no say in who runs in a primary. Anyone who qualifies for the ballot in their state can run and it should be that way.

In Utah, Romney actually came in second at the state convention. It was close, but the top two republican candidates then ran in a popularly elected primary which Romney easily won.

Romney is revered in Utah (why, I don't know, but he is). No one would have been able to defeat Romney in the primary, so it is that simple, unfortunately.
