You may well be right on this.
The tiny but mighty MANPADS are really easy to store hidden as well.
Between 2013-2016 timeframe, Russia is believed to have sent tens of thousands of MANPADS to points south and southwest. The locations include Russian occupied Donbas Ukraine (along the Ukrainian/Russian LOC, and Ukrainian coal and gas trends and ground extraction infrastructure), Crimean Peninsula, Transnistria, Daghestan, Iran, Egypt, Libya (and likely unknown storage in Tripoli), Eritria, Sudan, Venezuela, Guatemala, Nicaragua (likely triangulated around Russian SIGINT/ELINT posts, and the spetsnaz brigade ops), and a few other locations.
Easy and cheap way to shoot down, or create chaos with commercial and transport air traffic. They have also become an increaaing concern for UAS routes as well.
