Revenue from fines should never be considered part on any budget and should never be relied on. It should be considered surplus money.

Exactly. When revenue from fines expands the public treasury, there is an incentive to find transgressions, simply for the money.

It is an incentive to corrupt the law.

I too find that odd, especially considering that the plate is technically State property!
