Wow, you must have to work in government for a long time to be able to produce wordy, but utterly useless crap like this. “Culture of individual ownership and responsibility”?! It is the culture that created individuals who think they “own” the government and think they are “responsible” for “stopping” someone they don’t like (because he threatens their self-serving bureaucratic hegemony), that is the problem.
