Yep, pretty much. Wouldn’t surprise me at all if they are just killing some time with this “deal”.
They bound themselves in writing with enforceability clauses for each provision in order to get off 10% of tarrifs that didn’t even exist when this all started. The nonsense in this thread so far shows that the administration has a lot of work to do to explain the mastery that was pulled off here.
