Soak ‘em. It’ll just be passed on to the public who voted for it.

Sounds like a white-privileged, racist, anti-multicultural city to me. Losers.

“Unlike market-rate buildings, where landlords pass along utility costs to tenants and so have little motivation to weatherize, nonprofits that own subsidized housing have a big incentive to save money but often can’t afford to.”

right, because po’ folks who rent privately owned dwellings should be treated as second-class citizens who must pay for the sins of their landlords, whereas those who rent taxpayer-subsidized dwellings get even MORE taxpayer-subsidized freebees ...

“Both men say PCEF can thrive where the nonprofits they ran could not because the program won’t be measured by the strict financial metrics that utility-funded projects are measured by. Instead, PCEF projects can focus more on less easily measured health and climate benefits.”

in other words, PCEF will be freed up to squander their taxpayer money in whatever vague and nebulous fashion they see fit ...

CLEARLY, this utopian, taxpayer-funded, feel-good scheme is doomed from the very start to totally squander this lot of taxpayer money, while funding an entirely new bureaucracy of very highly paid managers and executives ...

”[…] and installing rooftop solar panels [??? emphasis added] at the homes of low-income Portlanders."
FR: Never Accept the Premise of Your Opponent’s Argument

Question for Portland residents who have invested in solar panels. Given the rainy and overcast days in the Portland area, are solar panels worth the investment?

Hasn’t Oregon invested wisely in hydroelectric power?

Communists always create a crisis to take money from and control the population.
Thats it.
They only want to be masters over the masses. They hate individual freedom. They can’t stand the idea of self made people.
One MUST obey their groupthink. Any outliers are punished.
They ARE The Matrix.

"The money is supposed to supply clean, efficient energy and jobs to people the city has long slighted."

In what way were "people of color" "slighted" by the Portland government? Are there any legal cases supporting that claim? Were people of color charged higher rates for electricity and garbage service? For water usage? Did police not respond when called? Were stop signs and traffic lights not installed in their neighborhoods? Did they have no sewer service?

Were people of color living in white-majority areas treated differently by the city? Where are the lawsuits proving that?

Exactly what evidence is there that “people of color,” living in the same city as white people, “suffer” the worst effects of global warming, or that there ARE demonstrable negative effects from global warming in the Portland area, or that businesses like Walmart are the primary cause of it? The whole policy is based on unproven and unexamined presumptions.

“The goal is ensuring the green economy benefits folks who are hurt first and worst by global warming”

So, does global warming somehow seek out people of color to harass them, regardless of where they live? If there's an apartment complex in Portland with 104 white tenants and 16 tenants who are people of color, do the people of color suffer "first and worst" from global warming? In what way?

I think most of Portland’s electrical power comes from three dams along the Columbia River, damns which a couple of Indian tribes want shut down to save the Orcas. (Orcas face a dwindling food supply because of competition from seals, who are a protected species and are over-breeding and eating too much food.)

The Portland Clean Energy Community Benefits Fund, or PCEF, will raise as much as $60 million a year from a new tax on big retailers.

LOL! The funniest part: They think the "big retailers" will pay this tax!!

The new tax, and the still-developing ideas for how to spend the money, signal a sea change in Portland politics.

Not really. Portland has been like this long enough for there to have been a television comedy about the sickly pretension of its "woke" inhabitants. What is interesting about this sentence is that while they do know who they want to plunder - evil capitalist corporations - what they're going to do with the swag is still undetermined. But I think I know. It will go where it always does - into the capacious pockets of the self-adoring social warriors. Look, for example, at the well-fed, self-righteous little gauleiter in the picture. That's where.
