Census Bureau says pop. 90,000+ in mid 2019, with probably 60,000 voting age. Adding about 3,000 people per year. Paperwork cant be easy to keep up with.

Right, and those numbers put you right around the 100%+ mark. Supposed to be ~60M voting age, and the SoS website says there's right at 63M. A little lower than JW's 114%, but still at or above the 100% impossibility.
If we go off of the national average, a 90M population should have ~68M voting age (75.8%), and only 48M (70%) actually registered.
