Probably antifa types. Walmart should have rapid response personnel armed with paintball guns loaded with dye or ink to tag these types of asshats.

Stepped system. Simple crimes get stocks. Worse crimes/repeaters get canings, with those in the stocks watching. Worst crimes get hanging, with the stocked and caned watching. They get to see what the end of the line for them looks like.
All of the above done publicly, in city squares, on Saturday afternoons.
