Yes, and it is strange to read anti-Communist rhetoric from Truman. My guess is he was just totally naïve and unaware of how many communists were in his government.
And then there were people like my father who were put on a police watch list in the 1940s. Our policeman neighbor told us this after he got to know us and realized that my father was an active anti-communist. Communists were trying to take over the Insurance Workers union in which he was a leader. The Communists got a payoff from management and succeeded in destroying the union. My father spent many hours away from home and family making this fight and was very bitter about the outcome and how the workers could let themselves be deluded by this Commie scum. This was the port of New York area and was part of Stalin’s effort to take over the east and west coast ports. Gus Hall was a major agent in the west.
