I don’t purport to speak for the NYPD Union, but I was an Illinois State Policeman who worked in Chicago and Cook County. Frequently, when we busted convicted felons who were also in violation of federal gun laws, (particularly purchase and possession violations) among the FIRST charges that were dismissed would be both the Federal and State gun law charges as part of a plea deal. It was one of the the maddening and consistent regularities that convinced me of the uselessness of gun laws against violent and major felons.
I hope that is what was meant in the tweet. That was one of the biggest problems that I saw in the criminal justice system.

Ive been pointing this up for a decade. Slap these gang banging jerkoffs under the Federal system and crime in Chicago would plummet almost overnight.

And many of them still migrate SE, where they get caught again with drugs and guns and Hoosiers are left to feed, house and clothe them for the next 20-30 years
Our local judges don’t look too kindly on those past and present charges when they throw the book
