The prosecutors lied to the DoJ and got caught. They told the DoJ they were submitting certain recommendations, and then deceitfully submitted different ones. The new guy failed to oversee them and let them do it, so he goes too.
Resigned. Lying to the DOJ is a felony and carries sentence of 7-9 years as recommended by the perps themselves, DOJ’s top prosecutors, and Mueller’s very own lying dog-faced pony soldiers.
