But where do you sue in such a case? Panama, Malta, the Bahamas?

Maritime law and country of registration. Good luck getting a next cruise discount let alone a dime.

Looking forward to my next cruise in June.

When booking a cruise, you sign an extensive contract that defines your rights to litigate. For Princess, I believe that is United States Federal Court, where lawsuits that lack merit, standing, or are frivolous, are very likely to fail. The ship was quarantined by the government of Japan, not the cruise line. The quarantine procedures are also being dictated by Japan. I don't think there is any negligence by the crew that caused this. Good luck to those who try to sue Japan...
