When they argued that these were “bi-partisan”, what they were arguing was that every person who works in the justice department is a political hack beholden to the president’s party.
This is a false story, although most of the time the same papers will argue that people in the justice department are “non-partisan”, and that the president should not have any influence on them; and they will especially hit the “career civil service” button when we find out that the employees are liberals trying to undermine the opposing party.

Given the details of the case, and the clear gaming of the guidelines by the Mueller folks, that the signers were simply being biased is obvious- but this is nice to have too.
