Perhaps you might like to read a book by a professor of law and business at the University of Chicago. Payback: The Conspiracy to Destroy Michael Milken and his Financial Revolution Of course the author is one of those nasty Free Market academics.
Milken was an early victim of what has come to be known as the Deep State.

Milton Friedman’s blurb that you’ve posted is for Daniel Fischel’s apologia for Milken, “Payback”, not for Ben Stein’s book. And a blurb is just that, a blurb, not a detailed review of a book.
“Payback” author Daniel Fischel’s private consulting clients included both Michael Milken and his fellow convicted racketeer Charles Keating. No conflict of interest there, nope. Just a pure hunt for The Truth. haha.
Milken began his scheme during Carter and simply contintued it during the Reagan years.
There’s zero connection between Reagan’s economic policies and Milken’s racketeering other than the Milken gang pretending that there is, in order to garner sympathy from those who get fooled into thinking that Milken’s prosecution somehow tarnishes Reagan. It doesn’t.
The reason that Milken’s scheme was uncovered in the first place is because his partner in crime Ivan Boesky was caught, and Boesky ratted him out. Bummer. No honor among thieves. If you can’t trust your brother felons who can you trust?
