Heifer International I believe. My wife donates to that each year. They are strict who they give the animals to and follow up and require accountability.

Within a year, half the tractors disappeared and the rest were so broken or not taken care of they could not be salvaged.

I read of something similar with wind-driven water pumps, like those seen in Old Farm pictures. These were implemented in African farms and villages and in less than a year they all broke down because there was no maintenance. One guy opined "They don't even know what maintenance is."
