It goes further than that. They get free needles and “medical personnel” supervise the junkies in case they OD. They have narcan on hand. They will probably wind up as drug dealing centers and recruitment centers for substance abuse programs. It goes with out saying quality of life crimes will surge.
No, it’s worse than that. It’s a supervised injection site where people go to shoot up illegal drugs while under the supervision of medical folks. In many cases the government provides clean needle and other supplies for free.

Why not locate it next to the judge’s home?
Yes and more, they can go there and inject without repercussions and get free needles to make the experience “safe”
So they are in possession of a controlled substance and provided a cozy spot to inject and then wander off in their stupor and then return again when they decide to repeat
