There was a tax-credit deal that existed for several decades...allowing Puerto Rico to be some giant pharmaceutical manufacturing point for the US. Then around two decades ago....the Senate wiped that out, and all the companies vacated PR. No one ever asked who gave campaign money to the politicians, but it’s obvious that China gained greatly from the deal (as did India).
If you wanted to undo this mess...just go back to the tax credit idea, and identify either PR or some region in the US to be the production site for US drugs.

To stop the disease, everyone needs to wear a mask to help stop the spread. But now they are going to have to reverse the programming they’ve done to convince people that face masks are dangerous.
Well, he’s going to be elected again, and will have time to do more good.
(And given how things seem to be going, I suspect that the logistics of Congress will change :-)
