Former Vice President Joe Biden rolled out his plan to combat the coronavirus, also know as COVID-19, on Thursday as the virus rapidly spreads throughout the United States.
Biden's plan calls for a number of measures, including the establishment of an effective national response to the virus through making testing free and widely available, as well as the establishment of ten mobile sites and drive-through facilities per state.
The former vice president also called on greater transparency from the White House in terms of how many individuals have been tested.
The plan also called for an economic response to the outbreak, which includes emergency paid leave for all those affected by the outbreak. The response would also work to aid workers, families, and small businesses impacted by the outbreak.
Biden announced the plan during an address in Wilmington, Del., less than 24 hours after President Trump addressed the nation about the outbreak.

Problems arose after Feb. 5, when the CDC began shipping its kits out to qualified state and local public health labs in an effort to expand testing. Initially, the agency said it was releasing 200 kits each capable of testing around 700 to 800 specimens giving labs just one kit each. But by Feb. 12, the CDC told reporters that some labs had been experiencing issues when doing verification tests to make sure the tests worked.
Massachusetts first does in house testing of qualifying cases for a quicker result. If positive, the testee is considered “presumptive positive” until testing is confirmed by CDC. I think most states have a similar process at this point.

My state, CT, is actively telling people down in the NYC quadrant to just assume they have coronavirus, stay home, and not get tested for it.
Meanwhile, the state is talking about increasing its daily lab capacity to a whopping 60 tests—though you should apparently only get tested for it if it doesn’t appear as if you have it!

Trump has already got the insurance companies to agree to not charge for testing and to waive all co-pays for treatment. Not sure if he has addressed the uninsured yet, but I believe that’s on the radar.
Mobile testing facilities and drive through sites are a good idea. I was suggesting that a week or two ago, as soon as the idea came out of S.Korea. Germany has implemented something like this. Still needs to wait on the CDC to have enough tests available. And I kind of think 10 sites per state is just a start.
I suggested turning all the emissions testing facilities into coronavirus drive through testing. We can skip emission tests for 3 to 4 months while we fight this.
More transparency on testing is coming. The private labs are going to start reporting electronically what their numbers.
Trump has called for a similar economic response.
There’s nothing new in Joe’s proposal except for drive through testing. The difference is Trump is implementing it, while Joe sits on the sidelines and repeats the President’s talking points.

The hand washing stuff is a good idea due to formite transmission from surfaces. This is actual quantifiable research results done in triplicate. Surfaces can harbor this nasty for days. The worse part is no amount of hand washing is going to stop airborne aerosolized transmission and this research tested how long the virus stays active and above the critical threshold of infection meaning if you breathe in the air you are above the viral load needed to be infected. Pay attention to the times 1.7 to 7 hours in the air average of 3 hours. That means for 3 hours after a infected person leaves an enclosed space the sub micron aerosols stay infectious and at sufficient density to cause infection. Tons of viruses have this vector ability measles virus being the most notorious .
