That’s not an unreasonable assumption (I saw the note); but, I don’t think it’s a given. I think it has more to do with the mindset of a research scientist/bureaucrat. Research scientists like to follow certain protocols before they feel sure of their results. (That’s usually a good thing.) Bureaucrats know that you should never do today what you can put off until tomorrow. Clearly, in an emergency, that mindset just won’t do.
