I think Pence is typical go-along to get-along but is ultimately controlled by the military which is why POTUS selected him. Pence allows Swamp rats to do their song and dance while military eyes are watching.
Yes, I believe POTUS is more than just Trump, he’s part of a military operation more than a decade in planning.

Why the surprise? Pence has always been a standard issue GOPe globalist. No better, no worse.
His mission was to make Trump marginally palatable to the establishment Republicans. Pence is to Trump, as Bush was to Reagan.
Pence listened to Sally Yates and sunk Flynn by accusing him on TV of lying about discussing sanctions with the Russian ambassador. The truth was, when the ambassador asked about them, Flynn told the ambassador that he couldn’t discuss it and it would have to be a topic for another time.
In Pence’s mind, saying “we cannot discuss the sanctions, is “discussing” the sanctions. He ran to the TV cameras and put Trump in the impossible position of having to choose between Flynn and his veep. Then Pence brought in McMaster and his neocon crew... they promptly reversed the get out of Syria policy, the end of the new cold war policy, and they undermined every move Trump made to end the North Korean situation.
And last but not least, the Veep is supposed to be the attack dog. But all through the Comey era, the Mueller investigation, Russia gate, the impeachment, Pence was basically silent. He sure as hell wasn’t an “attack dog”. Probably somewhere with “mother”, polishing his “it’s a time for healing the nation” speech that was supposed to be delivered after Trump was removed.
Repub women love his “won’t have dinner with another woman” schtick, but I see him as a silent snake in the grass. He’s GHW Bush all over again.
