I received the code a couple of weeks ago and filled out online. They send me another mail with the code a week ago. I am not filling it out again. I liked the old system better.

What are they doing if someone doesn't have a computer?

If they don't get a response by computer for that address, then they send out a hard-copy form. If they don't get that back, then they send out a person. My understanding is that the person is supposed to try 5 times to get a response for the address. If nothing after all of this, they deem the address empty for census purposes.

A census “enumerator” will knock on your door sometime in May. The enumerator will have an electronic listing of all “non-responding” addresses in his/her area. It might be me, as I’ve applied for the job. The Census Bureau currently doing an FBI background check on me, which I have to pass before I can get to the training.
