Who’s doing the “research” and writing it all up?

It's a combination of staffers and "think tanks".

Legislation is like sausage and there are a lot of inputs.

Wash DC is a huge operation, with many, many well paid people.

They had this stuff waiting in the wings for a chance to dump it into a high priority bill. It’s disgusting that they’d use a situation such as this for cheap political gain, but they’re democrats so what would we expect?

They have these giant bills racked up and ready to roll out for crisis events. Just make a few changes to accommodate current core supporters- in this case, transsexuals and planned parenthood etc.

Nobody could sit down over the weekend and draw up an 1100 page bill.

This is a democrat crisis power move against the executive branch. Election interference. No controlling legal authority to stop it. Republicans will be told to gag and vote for it - watch
