Well they sealed a lot of people up in their own homes.
But they left a food slot. If they forgot to bring the food, a lot of people would have been in trouble.

I have reliable 2nd hand information that in Wuhan, when an apartment building had an outbreak of the virus, Chinese police/military would just weld the door and windows shut and put an armed guard out front.
