sometimes imho the problem is denial of admittance— some screeners just did not want pneumonia victims until it was too late and they needed intubation (which is to say, in many cases, until it became fatal).

seems a bit extreme, but then they are probably not entirely free to say what they think. some states are relatively fortunate and possibly don’t need to be following every part of the guideline?
a problem with that is that the results of one infection, eg a patient zero at the state level, can be catastrophic, but only noticeable after several days have passed.
