Well, lets wait for the facts. What were they doing out there in blustery conditions? Were they oblivious to danger? Got caught in a sudden storm?
Sometimes the wind "comes up" fairly rapidly. That said, I'm not a big fan of canoes in anything other than glass-smooth water.

When you go out on the water you have to be very aware of the conditions and also be in good enough shape to get yourself out of any kind of trouble you might get into
