That's been mandated in some jurisdictions but not most.

I stopped by my local walmart today at 2 PM and they had already started this. Parking lot not even half full and there was a line outside. This is going to be a cluster disaster. This weekend was already going to be busy because of first of the month payday buyers. My advice is to avoid walmart this weekend.
