I think that is what she meant, however, this is an elected official whose job it is is to communicate effectively during a crisis.

• "Blow up their phones" is not the same as "blow up their offices".
• She's on the video complaining about elected officials and what they should be doing... while she makes a Margarita.
• Does she not realize that she is an elected official and is busy making Margaritas while her city 'burns'?
  As she complains about others doing the same.

I did like how she was complaining about the federal government not "giving people enough."
