Easy to answer. The reason why no one in government bothered to prep is because prepping isn’t sexy, in that you don’t get votes for it. Spending the money on an ‘arts’ program gets you votes. Buying masks when the supply is unlimited and sticking them in warehouses for some stupid ‘doomsday’ scenario where the world runs out of masks and toilet paper, is just paranoid hoarding - because everyone knows that there is NO WAY that day would ever come...
