The public safety director at New Orleans’ Ernest N. Morial Convention Center — where officials are erecting a makeshift hospital for patients infected with COVID-19 — stole 80 masks recommended for healthcare workers battling the deadly disease and was arrested Friday, according to court records.

I did my own retreat from New Orleans in 1979, so was long gone before Katrina, but IIRC, it turned out that close to a third of the police department didn't actually exist. Paychecks were issued, but it was apparently just a scam.
When city management had to relocate to Baton Rouge, they requested computers and office furniture for their new offices, rather than relief supplies.
