It’s highly unusual for any service secretary — appointed & confirmed or acting—to relieve any officer of their service, especially one who’s below an O-9 level...Highly Unusual.

Agreed. That’s an important point that almost everybody misses. There are lots of admirals in the chain of command who could/should have relieved the captain. The question is why didn’t they? Did they refuse or did Modly jump the chain?
