Well actually these are intended only when demand for services ‘dramatically exceeds’ the supply of the resources needed...and requires and depends on the physicians judgment at the point of patient care.
Resources are shifted to patients for whom treatment would most likely be lifesaving and whose functional
outcome would most likely improve with treatment. Such patients should be given priority over those who
would likely die ‘even with treatment’ and those who would likely survive without treatment.
These guidelines are to be implemented ‘only’ for disasters when numbers of seriously ill patients greatly surpass the capability of available care capacity
and normal standards of care can no longer be maintained,and then only after a disaster declaration from
the Governor..
It is intended to serve as a guide to the rational allocation of scarce resources ‘after other measures’ ,such as resources sharing strategies,have been exhausted.
Soooo.....

And watch. If a volunteer agency were to try and take those in for treatment, they would prevent them from doing it.
That is how it would go. It happened in NAZI Germany and will happen here.
