This is a strawman argument. The lockdown could be lifted with the following conditions:
Elderly and those with high risk existing conditions could continue to self-isolate.
Everyone could use a barrier mask when outside their own home. Either a commercial or a homemade mask.
Schools and large venues could remain closed.
With these simple conditions, normal operations could otherwise return with very low risk.
