Fauci promised an HIV vaccine in the early 1990s. Didn’t happen

Reference?

Margaret Heckler (HHS Secretary) promised an HIV vaccine "within six months" at the First International AIDS conference in Atlanta in 1986 (where I heard her do it), I'd like a citation about Fauci because I don't believe it.

I stand corrected, absent a reference. I know I read that here, but can’t find support.

Changing subjects, Fauci definitely said on February 29, 2020: “Right now, at this moment, there is no need to change anything you’re doing on a day-by-day basis. Right now the risk is still low. But this could change. I’ve said that many times even on this program. You’ve got to watch out, because although the risk is low now, you don’t need to change anything you’re doing. When you start to see community spread, this could change.”

So the idea that Trump should have done something hugely different much earlier than he did is bunk, based on the advice he was getting from the key player at his disposal.
