I am VERY confused. We are now being told that Trump waited too long to shut down the country (and the Demoncrats are going to investigate). On the other hand, we are also being told that he doesn't have the authority to re-open the country (that belongs to the governors).

The authority to shut down is the same as the authority to open. He either has the authority or he doesn't.

Trump has beautifully trolled Blue State Govs into claiming they hold the authority to re-open their states, which then means they also own the responsibility over when they decided to close their state.

A fact that Trump will gladly remind everyone at the right time.
