The truth is the US is under a state of emergency a President has special powers and authorities when the US is in a state of declared emergency. As VP Pence said, all 50 states Governors have declared emergencies in their states and the President has declared a national emergency. I think the last time this happened was during WWII. So yes the President, no matter whom occupies the office has ultimate authority, in this case, to make decisions about what we do as a nation vis-a-vis the coronavirus.

That is the key point. Once the emergency declarations were made the power of the executive branch increases. The total extent of that power can be seen from early examples of the use of federal powers, such as Washington's actions during the Whiskey Rebellion. Lincoln's actions in the mid 1800s provide another example of the power of the executive branch versus that of the states.

Gov. Cuomo should think about Gov. Brown's experience in Georgia in 1864 and afterwards in order to understand the full scope of the power of the federal government.
