New York Gov. Andrew Cuomo and President Trump clashed in heated terms Tuesday over who is ultimately responsible for reopening the economy: the states or the federal government.
Trump said at a Monday press briefing that he has total authority over this -- but Cuomo told CNN on Tuesday morning that if Trump ordered states to reopen before he is ready to do so, he would defy the order and fight the administration in court.
As Trump raged against the Democratic governor on Twitter, Cuomo used his daily briefing later in the morning to give Trump a history lecture, quoting Alexander Hamilton in saying it was up to states to determine what happens within their respective borders, and that the president cannot control them through federal encroachments that undermine states rights.

Actually this is just what Trump wants. It was the states that closed themselves down they are the one responsible for opening them. Amazing how the 10th has been ignored for years by DC, Trump is getting them to acknowledge it.
All Cuomo has done is shine a light on his own extra-legal and extrajudicial power grab.
The power lies with the people. Health, safety and welfare cannot erase the constitution.
If he rescinds or modifies the National Emergency Declaration and wants things to get back to normal, two things will happen:
1. Hard-hit states like New York and New Jersey will continue to be fouled-up messes for a long time.
2. If they don't open along with the rest of the country and spiral into financial chaos, then their citizens can deal with their own governors about it.
I believe one of the reasons the "national mitigation measures" have been kept in place for so long is that the U.S. government does NOT want to get into a situation where most of the country is in good working order while many urban areas are permanently damaged by the resulting economic decline. This pissing match between Trump and Cuomo just helps ensure that NYC's distress will ultimately be Cuomo's problem, not Trump's.
Cuomo is effectively saying to Trump: "I'm not going to let you beat me up with a bat. I'm going to shoot myself in the head before you can do that."
Well ... OK, jackass. Have at it!
He's correct in what he says, UNLESS a national emergency is declared - in which those checks on Presidential powers pretty much go out the window.
A national emergency was declared on March 13th.
As far as I know, States have control in this matter.
I wonder if that holds if/when they become a federal emergency?
